MARRIAGE RECORDS reply to Lori Medley

I was hoping someone could tell me when Marion County
starting keeping Marriage Records before I bother to send a request to the
County Clerk. Ernest M. Phillips and Sarah E. Widdows were reportedly
married in Marion County on 12/27/1886. I have hit a "brick wall" in finding
his parents, and hopefully this will provide the answer.
